Yes, the validity for the points for each tier is as follows:
3 months from the day of gaining the points for the 1st tier (Mumtaz)
6 months from the day of gaining the points for the 2nd tier (Fakher)
1 year from the day of gaining the points for the 3rd tier (Malaki)

No, if you redeem your points, you will not demote to the lower tier (if you are in Fakher or Malaki for example)
